It has been confirmed to Propmasters by the very lady who originally made it for 'Angels', the film's costumiers, to be the skirt of a court dress, to which an over skirt would drape over. Beautifully made with a detailed elaborate patten to one side with a multi pleated top. The costume retains it's original inner costumiers label detailing the production and actress name.
